Council advances $3.3M bond ordinance and introduces Wampum Dam, Netflix infrastructure ordinances

The Borough Council introduced a bond ordinance and two capital ordinances that together expand the borough’s multi-year capital program.
Bond Ordinance No. 11-2026 was introduced on first reading; it appropriates $3,325,748 for various capital improvements and equipment (including DPW vehicles and equipment, police SUVs, park repairs, drainage work and building improvements) and authorizes up to $2,668,892 in bonds and notes. The motion to introduce passed with Councilmember Maria Grazia Escalante recorded as the lone nay. Councilmember Escalante later said the council "should receive a consolidated long-term fiscal outlook before additional major borrowing commitments are advanced," warning that such decisions "are not isolated decisions; they compound over time."
On first reading the council also introduced Ordinance 12-2026 (rehabilitation of the Wampum Lake Dam, anticipating a $1,000,000 HUD grant) and Ordinance 13-2026 (various improvements and infrastructure projects related to a proposed Netflix Studios production facility at Fort Monmouth, anticipating a $1,000,000 NJEDA grant). All three ordinances were scheduled for public hearing on June 10, 2026.
