The Winter Garden Planning and Zoning Board convened March 3, 2025 at 6:30 p.m. in City Hall Commission Chambers and handled routine development items including two preliminary plats, a Special Exception, one tabled variance and one approved variance.
Senior Planner Yvonne Conatser presented the primary land use items: a preliminary plat for 12565 W Colonial Drive to create commercial lots and a right‑of‑way to complete a connection to Garden Commerce Parkway, and a seven‑lot preliminary subdivision on Edgeway Drive for a Habitat for Humanity project. Both plats were approved subject to staff conditions in unanimous 6–0 votes.
Board members also approved a Special Exception permitting office use at 34 W Story Road and a variance allowing a five‑foot side setback for a house addition at 306 S Highland Avenue. The board voted to table a variance request for 115 Agnes Street to the April 7 meeting so staff can re‑advertise the public notice. Chairman Will Hawthorne adjourned the meeting at 6:55 p.m.; the next regular meeting is set for April 7, 2025.
The meeting record notes no public speakers opposed these items; attendees included representatives of West Orange Habitat for Humanity and the applicant team for the General RV project.
