The requested scenarios should include the effect of selling tax credits, the financial impact of selling surplus property, and the outcomes of a hypothetical 1-mill levy increase so council can compare raising revenue versus cutting services.
Councilors emphasized that tax-credit sales are a one-time remedy and asked staff to show longer-term structural scenarios that illustrate whether the city would need repeated adjustments. The council discussed possible dates (Aug. 11 or 18) and agreed to schedule a final workshop at least 14 days before the budget hearing.
