Residents ask for clearer notice rules, route for landlocked parcels and raise safety concerns about high‑hazard warehouses

Several members of the public used the hearing to press staff and commissioners for clearer procedures on notification and rezoning, and to raise safety concerns about recent industrial uses.

A resident who said they live on 47th Avenue asked for a plain‑language summary of what the ordinance changes would allow and whether features such as hobby farm greenhouses would remain permitted. "Is there gonna be, like, a quick summarization of what is being changed or what's not being changed?" the resident asked. Staff replied that the A3 district remains oriented to hobby farming, that greenhouses for private plant growing are allowed but commercial greenhouses are regulated differently, and that the new A3 rule requiring a home before establishing a hobby farm did not affect owners who already have a residence.

Another resident questioned the village's 300‑foot notice radius for zoning changes and suggested expanding notice in situations — for example, long dead‑end roads — where people farther than 300 feet could be materially affected. The resident said, "I thought... 300 feet isn't very far, especially on some parcels." Staff noted the state requires only 100‑foot notice and the village typically provides 300 feet; staff said the village has expanded notice further for particularly impactful projects in the past.

A public commenter also raised safety concerns about larger high‑hazard (Group H) warehousing uses at Lakeview Corporate Park, asking whether the original development vision (light manufacturing and warehousing supporting adjacent manufacturing) had shifted toward large hazardous storage facilities. Staff said hazardous uses exist in limited, prepared areas of the corporate park and that those uses must meet design and suppression standards.
