The Village of North Riverside adopted the 2026 comprehensive plan by ordinance (26‑0‑12) after a unanimous roll‑call vote by trustees.
Peter Hughes of the Community Development Department described the plan as "the 2026 comprehensive plan [which] represents the village's long range land use plan intended to guide growth, reinvestment, infrastructure planning, and community development for the next 20 years," saying it includes a future land‑use map, redevelopment sites and an implementation framework prepared with Northern Illinois University and public engagement. Residents at the start of the meeting urged caution; Rick Sabatino told the board, "I oppose the comprehensive plan ordinance that's before you tonight," arguing the draft prioritizes duplexes, triplexes and backyard rental units without completed water, sewer and fiscal‑impact studies.
The board emphasized that the comprehensive plan is an advisory document and that zoning and permit decisions remain subject to future reviews. Trustee Bianco and others said passing the plan will help the village secure state and federal funding to complete projects identified in the document. The ordinance passed by voice and roll‑call vote; trustees recorded their votes and the motion carried.
