Board reduces land assessment for Pleasant Prairie parcel after wetland re-delineation

Rocco Vita, director of assessment services for the Village of Pleasant Prairie, told the Board the parcel (Parcel 92-412222620560), owned by Christopher Gustafus, is bisected by an updated DNR wetland delineation that leaves the front portion in C-1 zoning and unbuildable. Vita said the assessor’s office adjusted the land valuation to reflect contributory value rather than a standalone developable lot and recommended reducing the 2025 land assessment from $72,900 to $29,200.
"My recommendation to you is...to consider making a change from $72,900 for land value to $29,200 for the 2025 assessment year," Vita said. Board members asked whether the assessor had an agreement with the property owner; staff reported an oral stipulation and that the owner did not wish to appear. The Board moved, seconded and approved the amendment on a roll-call vote (William Morris: Aye; James Bellotti: Aye; Colleen Devatella: Aye).
The assessor explained the change was prompted by a DNR update to interpolated wetlands that altered the parcel’s developability and by local zoning that effectively prevents a separate building right without a formal wetland staking and survey. The board recorded the change for 2025 and noted the owner retains appeal rights to circuit court.
