Board hears county conditions on proposed dismantling operation; neighbor raises concerns

Rita Gerenser, town CEO, updated the Madrid Town Board that the county provided conditional approval for an application filed by Mike Campbell for a vehicle-dismantling operation. She said the county requires the town to choose either to require a junkyard permit or to establish a Planned Development district for the use; vehicles must be kept back 200 feet or a visual screening at least eight feet high must be placed outside the road right-of-way at least 50 feet from the center line. Rita also said “All DEC and DMV permitting for a vehicle dismantling facility must be obtained, and all hazardous materials such as fluids and batteries must be addressed,” and that engineered drawings showing traffic flow around the site should be provided.
A neighbor, Janilee Bishop, told the board she is concerned about the salvage yard's proximity to residences and asked the board to consider those impacts. The board did not take a formal vote to approve or deny the county action; the county's conditional approval sets permitting and screening requirements the town must enforce if the use proceeds. No motion to change zoning or to issue a local permit was recorded at the meeting.
