UNL Extension presents overview of solar and wind development to Kearney County planning commission

University of Nebraska–Lincoln Extension Educator John Hay presented an overview of trends, subsidies and planning considerations for rural solar and wind projects as the commission considers updating county regulations during a current moratorium on new permits.
The Kearney County Joint Planning Commission heard a presentation Jan. 26 from John Hay, an Extension Educator on energy with the University of Nebraska–Lincoln, titled "Navigating the Landscape of Rural Land Development for Solar and Wind." Hay summarized renewable-energy drivers, trends and subsidies; community socioeconomic and environmental issues; planning and trust considerations; water impacts; and a simplified project process.
Commission members asked technical and financial follow-ups about units (kWh versus MWh), what landowners are paid, and the expected lifespan of wind turbines and solar installations. Hay provided answers, shared sources and left his contact information; he remained available to the public after the meeting. The presentation was delivered while the county has a moratorium on accepting applications for wind, solar and nuclear permits, a pause the commission said it will consider when forming recommendations for the County Commissioners.
