The Borough Council on April 7 introduced Ordinance 2026-09 to amend Chapter 85 of the borough code and establish regulations and fees for municipal electric vehicle charging stations.
The ordinance designates two charging spaces in Municipal Parking Lot No. 1 on East Washington Street and requires signage stating the spaces are for electric vehicles only. It sets an hourly fee schedule (up to 1 hour $2; up to 4 hours $8), a minimum fee of $5, a 15-minute grace period after charging ends and a sitting fee for vehicles that remain connected or occupying a charging space past the grace period. The ordinance authorizes towing under the borough’s tow-away provision for violations.
Councilmembers said the rules are intended to prevent noncharging vehicles from occupying charging spaces and to ensure availability for EV owners. The first-reading motion to introduce Ordinance 2026-09 passed on a unanimous roll call, Ayes: 7, Nays: 0.
The council will hold the second reading and public hearing at a later meeting before final adoption.
