Humane Society seeks sizeable funding increase; city prepares RFPs for animal services

Representatives of the Lake City Humane Society told the council that rising veterinary and care costs require more city financial support to sustain current service levels.
“Our request is based on the value of the services we provide, the cost of delivering those services, and our shared commitment to the residents and the animals of the city of Lake City,” said Debbie Griffin, a board member, asking the council to consider increased support beyond the existing $201,000 contract.
Procurement staff and the city attorney told the council they have drafted procurement documents to solicit competitive proposals across three service areas (impoundment, enforcement and welfare/licensing), rather than immediately extending or expanding the current agreement. “It would be my recommendation if we're doing anything more than just doing a routine renewal... the appropriate thing to do... would be to do a procurement, either an RFP or a request for bids,” the city attorney said, and staff confirmed the RFP is prepared and awaiting legal review.
Separately, a local nonprofit, Ranch Rescue, described a high-volume trap-neuter-release (TNR) program and requested $20,000 to support sterilizing approximately 200 cats at $100 per cat — a preventive step the group said would reduce long-term shelter intake.
