Madison County creates Big Sky Global RID, dissolves four older RIDs

The Madison County Board of Commissioners adopted a resolution July 14 creating Rural Improvement District RID-M-2026-1, called the Big Sky Global RID, following a short public hearing at 10:01 a.m. Commissioner William A. Todd said six protests had been received and clarified the district does not include Beaver or Forest Service lands.
Commissioner Todd told the room that "This RID will reduce the cost by $20.00 compared to the current RID." After brief discussion among Commissioners Duke W. Gilman, Ron E. Nye and Todd, the board approved Resolution 34-2026 (moved by Todd, seconded by Gilman) with all three commissioners voting in favor.
The board then held a separate public hearing on dissolving four preexisting RIDs—80, 99-02, 99-03 and 00-02—explaining that dissolution is tied to formation of the new Big Sky Global RID. Grants Manager Shawna Lutgen spoke during the hearing. The commissioners approved Resolution 35-2026 to dissolve those districts and set an effective date, again voting unanimously.
Why it matters: the reconfiguration consolidates several smaller RIDs into a single, larger special district and changes the assessment structure; the board recorded that the change will lower the per-parcel cost compared with the prior arrangement. Next steps include implementation of the new RID boundaries and any statutory reporting or collection procedures required by the county.
