Campbell argued it would be improper to hold the applicant to an unenforceable future standard without a defined right‑of‑way. Councilman Brown said he would vote against the proposal regardless of code compliance, citing concerns about market saturation of car washes. The council’s motion to direct the City Attorney to prepare an ordinance denying the application passed unanimously.
