Consultant Chris Raymond (TEC) updated the commission on the ongoing King Street master‑plan development and the retail Phase 2 north site. He said the team reduced fill and impacted buffer area by redesigning the retaining wall, shifting a property line 5 feet and splitting the drainage system so the back and front of the site would be treated separately with hydrodynamic separators and subsurface infiltration basins.
"We are proposing to shift that property line 5 feet," Raymond said while describing the layout changes that allowed a reduction in impacts within the 50‑ and 100‑foot buffers. He summarized the drainage treatment train — catch basins, hydrodynamic separators, subsurface infiltration basins — and said the team had reduced impact area from approximately 6,050 square feet to about 4,900 (a roughly 20–25% reduction) and decreased fill-volume estimates accordingly.
Commissioners pressed for peer-review comments and for a buffer restoration plan and an O&M program tied to the proposed restoration; Raymond said the team expects to submit a supplemental buffer-restoration plan and updated plans by the middle of next week and to provide the peer-review material received to date.
