"So when you have plantings, you have to wait for 3 years because there is a survival rate, and then there's, unfortunately, a non survival rate, which averages about 25 percent," Tim said while explaining why a three‑year period is standard. Applicant David Harrington asked whether an alternate certificate form (a certificate of compliance with ongoing conditions, Section B) could document that other elements were complete while plantings continued to be monitored; staff explained that the commission can use ongoing‑conditions language in some cases but that plant survival monitoring is separate and the conventional three‑year monitoring standard would apply.
Staff said monitoring reports are usually submitted each fall and can be completed by the property owner with photos and notes on plant condition. The commission confirmed the three‑year/75% threshold and instructed the applicant to coordinate submissions with staff.
