Commissioners debate reallocating ARPA/reserve funds to jail; vice chair’s motion fails

The board spent an extended portion of its evening debating how to use a set of reserve funds often labeled "ARPA" in materials. Vice Chair (voice S3) proposed consolidating several allocations — including reductions to courthouse air-conditioning and facade contingencies — to create roughly $1,000,008 for a new jail line item and add $700,000 from HVAC and other adjustments. "I would suggest that we, reduce 3 of the ones that are really ours in the building and add those to the jail," the vice chair said during the motion.
Commissioners and members of the public pressed for clearer cost estimates and departmental involvement. Several commissioners, including the facilities director and the CFO, noted that some line-item numbers were based on old plans and that the sheriff had not been at the initial work session where some allocations were discussed. Sheriff Will Larson later asked to be included in future discussions and stressed operational priorities. "We were never involved in some of those talks that took place," the undersheriff said during public comment.
Concern over transparency and the accuracy of line-item cost estimates led several commissioners to oppose the immediate reallocations. Commissioner Alholm and others said they favored a new jail but wanted a clearer plan and bids before shifting funds permanently. The vice chair’s motion to reallocate funds failed for lack of support; the board instead moved to table the final ARPA/reserve allocation and instructed a jail committee to develop firm numbers before a future vote.
