Clerk recommends modest increases, staff cites recovered losses in several water and sewer districts

Sandy, the town clerk, presented a district-by-district summary of water and sewer budgets and recommended a 4% operations-and-maintenance increase for Otter Street to better reflect actual usage and source-of-supply needs. She said some districts are seeing decreases (Otter Street down approximately $14.75; Route 12 showed a drop in some charges) while others like Carnegie Bay saw no change this year. "My recommendation for Otter Street...I would recommend a 4% increase in their O and M," Sandy said, explaining that the change would better align billed rates to actual usage.
Sandy described how district charges were introduced to address past negative fund balances: "You can see from September of last year, they were in the red 12,363. As of September 30, they're down to 8,000. We are making headway in the right direction." She also referenced Route 12 sewer’s recent choice to approve a $15 annual increase after not changing rates since 2017. The board discussed leaving some small districts alone to build reserves and avoid sharp increases for residents.
