Raymondville Independent School District reported a "Superior" rating under the Financial Integrity Rating System of Texas (FIRST) during a public hearing of the Board of Trustees on Jan. 14, 2025. Chief Financial Officer David Longoria presented the district's FIRST indicators and the required FIRST disclosures to the board in the Raymondville I.S.D. boardroom.
The presentation listed all 21 FIRST indicators and noted several specific findings: the district's Annual Financial Report received an unmodified auditor opinion; the district made timely payments to the Teacher Retirement System, Texas Workforce Commission and IRS; the district reported 82.3591 days of cash on hand and adequate current-assets-to-current-liabilities coverage; and the district did not receive an adjusted FSP repayment schedule. The report also recorded that the district's administrative cost ratio was .1541, which exceeds the stated requirement of <=.1151 (indicator flagged in the FIRST indicators). The FIRST disclosures section on the agenda identified required public disclosures such as the superintendent's contract and certain summary schedules of compensation and business transactions.
The board held the statutorily required public hearing to review the FIRST results within the timeframe required by Title 19, Texas Administrative Code, Chapter 109.
