Lea Kaufman, Member, moved to determine the application for a shoreland modification at 114 Pepperrell Road complete; Justin Gonsalves, Member, seconded the motion and the Board approved it unanimously. Olivia Boyer of TF Moran introduced the request on behalf of owners Shen‑Huey and San Wang, outlining a revised building location, a new shed location, updated elevations and pile foundations intended to move the replacement structure further from the water.
After discussion about whether the change constituted a major or minor modification, the Board voted to approve the modification. "Mr. Gonsalves moved to approve the application. Seconded by Ms. Kaufman. The motion passed, 6-0-0," the minutes state. Vice Chair Ethan Bensley read the findings of fact into the record. The approval formally modifies the previously approved replacement within the Shoreland Overlay Zone to relocate the structure farther from the water body.
