Board approves amendment to general plan/zoning contract after questions about scope and invoicing

The board discussed and approved Amendment No. 5 to the county's community development/planning agreement with the consultant Minter Harnish. Staff said the amendment adds five study sessions and an expanded scope to prepare a formal revised draft of the zoning code, and that the increase in the amendment is $132,500 to cover these additional tasks.
Director Drew Blavani explained the added work "is primarily the result of the items associated with future zoning code that the board wanted to ensure happened based upon the public comment that was received," and said the level of effort was not included in the original contract. Board members asked when county staff would be able to take over this sort of work without a consultant; staff replied that the county currently lacks the planning staff capacity and expertise for this one‑time, multi‑year effort.
Supervisor [mover] moved to approve the consent calendar item and Supervisor [seconder] seconded; a roll‑call vote recorded ayes from the full board and the amendment was approved. Several supervisors asked that staff return with options for phasing consultant involvement and for clearer billing language on project management tasks.
