Tri-County to study four intersections and Walnut Street corridor with SS4A supplemental planning funds

The commission heard that an executed Safe Streets and Roads for All (SS4A) supplemental planning grant will fund two distinct studies aimed at improving multimodal safety. Andrew Palmer said the grant will pay for a four-intersection study identified in the region's safety action plan — "one in Perry, one in Dauphin, and two in Cumberland" — and a second study focused on Walnut Street from Parkway Drive through Progress Avenue to assess traffic operations and multimodal needs.
A long-serving commission member pushed back that similar corridors have been studied repeatedly with little implementation. The member said, "I've been living in Susquehanna Township now for 32 years, and I think it's been studied 3 times, and nothing ever happens." Andrew responded that SS4A includes an implementation funding pathway that would allow the region to apply directly for construction funding tied to the planning results.
Staff said the Walnut Street analysis should start in the next few weeks and will help identify opportunities for safety and multimodal improvements following near-term construction projects.
