Commissioners authorize Woodfin interlocal addendum to advance two greenway segments

Allison, a county project staff member, asked the Buncombe County Board of Commissioners to authorize an addendum to the 2017 interlocal agreement with the town of Woodfin that clarifies roles and responsibilities for two greenway segments along the French Broad River.
"The county's responsibilities designate the construction of 2 specific segments of the Woodfin Greenway, the Highway 251 section and the Beaver Dam Creek section," Allison said, summarizing the addendum and the updated project map. She told the board the county would secure easements, complete engineering and permitting, administer construction, and transfer the completed greenway and related easements to the town of Woodfin.
Staff reported the Highway 251 segment design is at 65% with submittal to NCDOT and right-of-way work beginning soon; easement negotiations for roughly 22 properties will take approximately one year, and the county anticipates being at 90% design by August 2027 before bidding and a construction period estimated at 16–18 months. "We are in go time and really excited to move into right away," Allison said.
Commissioners spoke in support of the county's partnership with Woodfin and the stakeholder coordination. A motion to authorize execution of the interlocal agreement and addendum was made, seconded and carried by voice vote.
