A city staffer said, 'We budgeted this year with Emily $1,500,000 in order to get some lead services replaced throughout the city,' and explained the $88,500 contract will help get the project to the bid phase. Finance and utilities staff said the city currently collects roughly $0.86 per thousand gallons on water bills and has about $2,900,000 in that account to finance replacements. Staff noted a state-driven deadline around 2035 and estimated the current budget increment will fund a portion of required replacements this year.
Councilmembers supported using available reserves and grants to accelerate replacements; staff said they will prioritize work to avoid re-opening recently resurfaced streets and will return with project schedules as the consultant work progresses.
