Another visitor asked whether the village can regulate nonrunning cars and trucks in driveways; Mayor Morris and Mathon said vehicles with valid plates and inflated tires generally cannot be regulated as nonrunning absent a specific ordinance. Resident Kerry Vacker, who said she had read the Open Meetings Act, urged the board to state specifically the purpose when entering closed session and to ensure employee-facing contracts are formally voted into the employee handbook. "When you do go into closed sessions it says you are supposed to state exactly what you are going into closed session for and that is never done," Vacker said, and she asked whether trustees have completed required OMA training within 90 days of election.
