Landowner proposes short-duration test well near Phillips 66; board advised to check railroad ownership

Cliff Mansfield returned to the meeting and described an approach by a major Illinois oil producer seeking to drill a test well on roughly 140 acres near the Phillips 66 site. Mansfield said he would attempt to drill a short, confined test well and "plug it just to see if it's there," estimating the operation could take "three or four days." He added he would "re do whatever I messed up." Trustees told Mansfield to contact the railroad because the railroad owns the piece of property he identified.
Mansfield's proposal was informational; trustees did not vote on the plan and directed him to pursue necessary landowner permissions and coordination with the railroad.
