Kemper Sports (course operator) recommended stricter, standby‑only access at peak times to protect revenue. "Our professional recommendation is that we allow the public to book those times so that we can get the revenue first," said James Burchall, vice president of operations for Kemper Sports; he described the courses as high‑demand and said managing revenue streams required tighter controls on when volunteers and staff can play.
Councilmembers asked staff to memorialize GAB recommendations in the staff report, including a volunteer point person per course and a target of up to 30 volunteers per course. The council moved to have staff formally amend the policy language and return the item on consent so the record shows the GAB items; the motion passed unanimously. Staff said they would implement the controller changes and return the physical amendment for council approval.
