Trustee Nelson urges formal committee structure; board sets Sept. 30 deadline for required trainings

Trustee Nelson told the Village of Kincaid committee that formalizing standing committees would reduce confusion about responsibilities and prevent inadvertent quorums.
"I recommend that we put together and stand by and use a committee to our benefit," Trustee Nelson said, proposing a chair and two board members for most committees and suggesting that committee chairs be able to approve routine purchases below $1,000. Nelson cited practices in nearby Pawnee and Edinburg as models and asked Mayor Robert Morris to poll members about committee assignments.
Nelson also urged the board to complete municipal codification work and the required training courses. Mayor Morris set a deadline of Sept. 30 for trustees to finish three required courses: ethics, FOIA and sexual-harassment training. Trustee Warren later said one of the courses produces an emailed certificate while the other two must be printed and signed.
Board members agreed to use committee meetings to vet items before placing them on the regular meeting agenda; no formal ordinance to create committees was adopted at this session.
