Consultants recommend upsizing Stage Road culverts as top pick for concept design

Stone Environmental presented the Stage Road culvert replacement as one of the study's strongest near-term, design-ready alternatives. In screening-model runs the consultants reported that upsizing the most problematic culvert could reduce upstream water-surface elevations by almost 5 feet at one crossing and just over 2 feet at another — estimates intended as order-of-magnitude screening, not final design numbers.
"This is one of our top alternatives," the consultant said, noting the modeling was coarse and did not include alignment or exact inlet/outlet elevations. The team recommended moving the Stage Road culvert replacement to concept design and a benefit-cost analysis to produce a grant-ready package; the recommendation reflects that these culverts overtopped and led to roadway damage during recent high-flow events. Board members and residents supported prioritizing the site but asked for further work on feasibility, property impacts, and downstream effects of focusing flow through larger structures.
