Richmond Select Board reviews flood-mitigation alternatives and readies a project selection

The Town of Richmond Select Board met Aug. 4 to review an alternatives analysis prepared by Stone Environmental aimed at identifying projects ready for grant-funded design and construction. "The goal of this study is to complete conceptual design for a flood mitigation project and prepare that project for grant funding, for construction," the town host said.
Stone Environmental described a two-dimensional hydraulic model of the Winooski River and one-dimensional models for three tributaries, and a screening process that evaluated projects on flood-reduction potential, co-benefits, feasibility and HMGP eligibility. Megan Arpino of Stone Environmental summarized the work and timeline and said the team is on Task 5 (alternatives analysis) and is targeting completion of design deliverables by October with a final report in November 2026.
Consultants emphasized that the study is non-regulatory: it is intended to inform project selection and future grant applications, not to change FEMA regulatory flood maps. They also told the board there is currently no open Hazard Mitigation Grant Program (HMGP) round, so the package will position the town to apply when funding is announced. The board agreed to discuss the consultant recommendations at an upcoming meeting and to select a project to advance to concept design on Aug. 17.
