The San Elizario Independent School District board voted to amend its 2024–25 general fund budget on Sept. 17, 2024, and asked staff to return with a comparison of alternatives involving TRS.
Norberto Rivas presented the proposed amendment to the general fund budget. Trustee Sandra Licon moved to approve the amendment and Trustee Myrna Hernandez seconded; the motion passed on a roll-call vote 6–0 with Trustee Guadalupe Caro absent. Earlier in the meeting, Board President Eduardo Chavez had raised concerns about the district's recurring health-fund deficits and asked staff to examine whether participation in TRS or another arrangement could improve the fund balance. Trustee Sandra Licon asked for explicit information on how TRS participation would affect fund balances; Rivas committed to providing the requested impact assessment at the next meeting.
The minutes record that current tracking of some supports (for example, special education interventions) is manual and that staff are moving to digital forms for better monitoring; Rivas said he will include pertinent budget impacts in the requested analysis.
