Trustee Lorenzo Luevano moved to adopt the resolution and Trustee Sandra Licon seconded. The motion passed on a roll-call vote, six in favor, none opposed, with Trustee Guadalupe Caro absent.
The board took the action after a standard public-hearing period required by statute; Rivas indicated the proposal and supporting materials were available to trustees for review. Board President Eduardo Chavez did not request a further postponement and called for the vote following the presentation. The board did not amend the proposed rate during the meeting.
