"I'd rather see us get $99,000 than get 0," one presenter said during the discussion, framing the strategy as a conservative approach to increase the city's odds for award. Staff explained the full project is approximately $300,000, that FAP funds are available for the match and noted scoring advantages for requesting smaller award amounts and for showing 20% local match. Council moved, seconded and authorized staff to proceed and to adopt a resolution authorizing submission and designating the mayor (or other appropriate official) as the authorized representative.
Members discussed the scoring formula, population-related scoring penalties and the trade-offs between asking for larger awards versus increasing competitive points. Staff indicated they will finalize the engineering report, include the FAP match, and return with a resolution and application materials.
