Comal County approved a line-item transfer in Human Resources to move funds from hourly personnel to fringe/employment costs to cover pre-employment and testing expenses for the remainder of 2025. Human Resources staff explained the request resulted from higher-than-expected hiring activity and increased vendor rates that support onboarding.
HR staff said the transfer was needed "due to higher than projected hiring activity as well as increased vendor rates that support our onboarding as well as our pre employment, drug testing." Commissioner Leacock moved to approve the transfer; Commissioner Hogg seconded and the court voted to carry the motion.
