During the Aug. 4 work session the council discussed a proposed amendment to the city's financial policy that had appeared for a second time on the agenda with redlined changes from the city's financial adviser. The changes focus on budgeting priorities and on adjusting spending thresholds; the adviser recommended lowering a proposed $10,000 operational threshold back to $5,000 based on spending patterns.
Council members said the document contains substantial language and requested additional time to digest the changes. Staff recommended a small working group, including the mayor and a couple of councilors and the financial adviser, meet (possibly in public or via email) to review the redlines and determine whether the amendment is ready for a vote this month or needs another month of review. Separately, councilors also sought confirmation from Bates Carter that the FY audit had been submitted and that earlier noncompliance issues were addressed; staff reported they had emailed the auditor and would forward the response.
