The Common Council introduced Ordinance I of 2025 to amend Chapter 156 of the Amsterdam City Code, establishing requirements for nonresident residential and commercial property-owner registration, duties for registered agents, and penalties for violations. The clerk read definitions and duties for registered agents and owners, including a provision to mail notices to owners and a 45-day window to designate an agent after notice or when taking title.
The clerk read the penalty provisions aloud: failure to file the registration form will result in a code enforcement fee of $500 and an additional $100 for every subsequent month the registration remains unfiled; failure to pay the fines within 30 days would result in a lien against the property. The council agreed to remove the fee portion of the ordinance for further study and set a public hearing for 10/07/2025 at 5:45 p.m. to gather input before final action.
Councilmembers emphasized that the ordinance focuses on definitions, agent duties and penalties for noncompliance; the fee schedule will be determined later.
