The R‑PEP program (created by HB 2209 of the 88th Legislature) is designed to let rural school districts form multi‑district partnerships to expand student access to coherent college and career pathways and to pursue funding and accountability recognition tied to CCMR measures.
The Region One packet and presenters (Joe Garza and Dr. Raul Alvarez) named six potential participating districts in the RGV‑CAREER partnership: La Villa ISD, Lasara ISD, Lyford CISD, Monte Alto ISD, San Perlita ISD and Santa Rosa ISD. Packet slides summarized potential financial incentives under state law and described how districts could share programs to offer more CTE sequences and Industry‑Based Certifications (IBCs). “The program allows rural school districts to enter into agreements with other rural school districts to develop college and career pathway partnerships,” the presentation stated.
Board members were shown maps of partner districts and sample program lists (law enforcement, health science, manufacturing, business and media‑arts academies) and were told a coordinating entity (Region One) would assist with program design, reporting and performance agreements. No formal district commitment was taken at the meeting; the presentation served as an informational briefing.
