A city planning staff member summarized the conditions, saying staff "recommends the approval of the special use permit 24Dash001 for the continued operation of an auto dismantling and recycling facility at 2091 Bay Road, with 4 addition special conditions and as amended condition number 23." The listed conditions include limiting continued operation to existing inventory and ceasing new inventory intake until the site is restored; requiring the applicant to return to the Planning Commission no later than 04/30/2025 to confirm fire-damaged areas are repaired or removed; and requiring passing inspections from Menlo Park Fire Protection District and San Mateo County Environmental Health within 90 days of permit approval.
The approved permit also requires the applicant to submit signage within 30 days of permit issuance to inform the public that illegal dumping in the public right of way is prohibited. The commission and staff stressed that the conditions are intended as a compromise to allow the business to continue operating while regulators confirm that health and safety concerns are addressed. If staff and the applicant cannot agree on an alternate arrangement in consultation with Menlo Park Fire and County Health, the matter will return to the Planning Commission for further consideration.
The motion was introduced by Commissioner Monette and seconded by a planning staff member. One commissioner abstained from the final vote; the chair announced that the motion carried and staff will work with the applicant and regulatory agencies on next steps.
