Owner Michael Cawley described the building history and said the detached garage was enlarged and later used with a permitted septic system. Board members requested formal documentation proving the Health Department approved the septic installation and capacity; one member proposed a conditional approval pending receipt of that documentation and the board voted to approve that condition. "It has its own septic and leach fields," Cawley said; the board asked Cawley to provide the county approval letter or allow staff to obtain it from county records.
The board noted the ADU review follows their abbreviated site‑plan checklist because the structure is existing and the septic system is already in place, but said the county letter was necessary to finish the file.
