Comal County approves change order to cover utility impact-fee costs for new public-health operations center

Comal County approved a change order for the Public Health Emergency Operations Center project on Oct. 16 that staff said will allow the contract to absorb a water-utility impact fee triggered by a larger water meter.
County staff explained that New Braunfels Utilities charges impact fees based on meter size; a 3-inch meter was listed as carrying a $449,000 impact fee, with a $244,000 reduction tied to removal of an existing 2-inch meter and a net impact-fee amount discussed in the presentation. The change order to Joris General Contractors includes associated insurance and bonding costs; staff recommended using American Rescue Plan Act interest-earned funds to fund $7,325 of the change order. Staff also noted roughly $240,000 of contingency remained on the project.
"We are nearing the end of the project," staff said while recommending approval; the court approved the change order by voice vote.
The item was presented as a budget and contract-management step to avoid returning ARPA funds and to complete utility hookups that are required for occupancy and operations.
