Street Code Academy presented results from its Measure HH-funded workforce pilot and recommended program refinements; the council also reviewed a draft evaluation plan from Informing Change.
Juanita Croft and Street Code staff described an 18-month pilot that enrolled roughly 19 students in a work-innovation program focused on practical tech skills, certificates and EdTech supports. Participants ranged in age from 18 to 67 (median about 37). Program staff said many participants completed one or more certificate courses but that self-paced certificate pathways were difficult for working adults; they recommended expanding EdTech supports and increasing employer exposure visits to translate skills into placement opportunities.
Informing Change outlined a mixed-methods evaluation plan that will include a desk review, participant interviews, employer interviews (limited set), a field scan of comparable programs and short-term outcomes reporting. Informing Change said it will deliver an interim summary by Feb. 28 and finalize the evaluation by April, with further wage-mobility considerations by the contract end in July. "Our main goals are to understand the initial short term outcomes related to supporting residents' access to and mobility in high-tech STEM sectors and building trades," the evaluator said.
Council members asked evaluators to ensure the review captures industry cycles (noting recent weakness in tech hiring) and to include comparisons with building-trade and green-tech pathways that may provide clearer wage ladders. Two council members volunteered to serve on a small subcommittee to consult with Informing Change as they finalize the draft.
