The City Clerk administered oaths to three newly elected councilmembers—Carlos Romero, Mark Dinan and Webster Lincoln—who took their seats on the dais following the swearing-in.
Following the swearing-in, the council proceeded to select its leadership for the coming year. A nomination was made for current vice mayor Marta Barragan to serve as mayor; the clerk conducted a roll-call vote and Barragan was selected unanimously. Nominations for vice mayor included Ruben Abrica and Mark Dinan. After a first round that produced insufficient votes for Abrica, the council voted on Mark Dinan. With three affirmative roll-call votes, Dinan was elected vice mayor; the transcript records some abstentions and one recorded no vote in the second round. The mayor and vice mayor election procedures followed the council's stated resolution for nominations and voting thresholds.
Councilmembers and community speakers also used the meeting to honor outgoing members with tributes and certificates; outgoing councilmembers received remarks from residents, county and state representatives and city colleagues.
