Commissioners adopt resolution to place study-commission ballot question on Nov. 3 election amid objections from study commissioner

Granite County commissioners completed a second reading and adopted Resolution 2026-8 to place ballot-question language recommended by the local government review study commission on the Nov. 3, 2026 general-election ballot. The board carried the measure by voice vote after Commissioners indicated the resolution included the corrected ballot language reviewed in the first reading.

Study commissioner Elena Gagliano, who identified herself during public comment, said she had provided a corrected certificate and that the study commission's web page did not show the final draft with the minority report. "This is for the record...it's been corrected, and it's been submitted to everybody," Gagliano said, urging commissioners to ensure the corrected wording was used. Commissioners and study commissioners clashed in the meeting room over whether the county attorney had advised the study commission and whether Gagliano had been included in prior meetings. The board chair and other commissioners said the resolution carried with the corrected ballot language and that the study commission majority had forwarded the recommendation.

The second reading was presented as the board's final approval step; commissioners voted 'Aye' during the roll call and the resolution will be forwarded to the elections officer for placement on the November ballot. No court challenges, deadlines, or further amendments were announced during the meeting. The study-commission disagreement was on the record, and the commission said it would follow up about posting minutes and clarifying which corrected documents are officially in force.
