Town weighs weekday balloon tests for proposed Homeland Towers/Verizon site; applicants promise photo simulations

Attorney David Kenny and Homeland Towers’ regional manager discussed a proposed wireless tower and asked the board to permit weekday balloon tests if weekends and weather do not permit capturing leaf-off conditions. The applicant told the board it will provide a visual analysis report with photographs and photo simulations at both the proposed 150-foot height and an alternate 100-foot height requested by some members.
Kenny said the balloon test is a code requirement but that the final visual analysis report (photos and photorealistic simulations) will best document visibility. "We can do the weekdays and give about a two-day advance notice so the town can put the notice out through the town-wide email or the website," he said. Board members discussed start times, how to reach working residents, and suggested videoing or posting the balloon test results for the public. The applicant agreed to provide photos and simulations and to work with the board on notice procedures for any weekday tests.
