Council rejects proposed handicap parking space at 317 Locust Avenue after debate

The council considered Ordinance D of 2025 on Aug. 5 to add a handicap parking space in front of 317 Locust Avenue. A public hearing was opened and closed the same night; several council members spoke in favor and against the measure.
A sponsor (speaker 9) explained the constituent’s access needs and that he reviewed ADA guidance and consulted the chief, engineer and corporation counsel before proposing the change. “I proposed that these spaces only be issued to people with valid handicap parking permits… that do not have access to off-street parking,” he said. Despite that explanation, multiple council members recorded no votes, and the motion to adopt the ordinance was defeated after a roll call and individual explanations of vote.
The sponsor indicated willingness to pursue an alternate approach (a loading zone ordinance) and secured approval to add that introduction to a future agenda; the defeated ordinance will not take effect.
