Residents, HPCA and CDD discuss multi-purpose building; Board designates a liaison

Members of the Heritage Pines community and the HPCA outlined plans for a proposed multi-purpose building during the April 15 meeting, asking the CDD to consider whether to participate financially in site infrastructure.
HPCA President Gary Farley told the Board the HPCA "will spend an estimated $15,000 for the District Engineer to prepare drawings for the underground, site plan, etc., for submission to the Southwest Florida Water Management District (SWFWMD)." Chair Kathleen Lonergan said the CDD needs engineering and cost information before it can consider bonding or financing participation. District Manager Chuck Adams explained that drawings roughly 60% complete would permit the Engineer to produce cost opinions that the Board could use to evaluate CDD involvement.
Adams explained the distinction between "horizontal" infrastructure (sidewalks, curbs, gutters, drainage, water and sewer) that the CDD can accept and "vertical" infrastructure (buildings) that can create a destination affecting tax-exempt financing and public access rules. The Board reached consensus to appoint Supervisor Stephen Putman as the liaison to the HPCA; Adams noted only one Board member may attend substantive HPCA meetings under the Sunshine Law.
