Councilors discussed a $20,000 contract amendment for Volker on Broad Street Phase 3 and sought clarity on disadvantaged business enterprise (DBE) documentation. "I realized that this is just a supplemental fee, an increase of 28,650 of a larger contract. And I noticed that the DBE is not filled out. Is there a reason that there's no information?" a council member asked.
City staff replied that the original contract should have included a DBE waiver and that amendments typically do not carry that paperwork forward; the staff member said they would check the record and provide the waiver if it was not present. The council also discussed using district funds for portions of the work and praised continuing design continuity as a reason the same firm is used.
