Council delays major rewrite of animal ordinance after public concerns on breed language and restraint rules

Speakers at the podium pressed the council to remove or narrow breed-specific language and to tighten the ordinance’s definitions for "exotic species" and restraint rules. "The breed language is simply irredeemable," Anna Bush told the council, urging the body to focus on spay/neuter requirements and microchipping instead of breed lists.
Local business owner Bill Truffin of B & B Pet Stop said the proposal's undefined "exotic species" and an always-on physical-restraint requirement could criminalize normal pet care. Council members responded that they had heard concerns, asked submitters to email written comments for the Aug. 25 committee meeting and supported laying the ordinance over to Sept. 1 for additional work and amendments. The council moved and seconded a motion to lay over Ordinance 07033 until Sept. 1; the motion carried by voice vote.
