Engineer S. Hoffman read a letter from Orange County Community Development warning that recent federal executive orders could affect Community Development Block Grant (CDBG) and HOME funding from HUD and recommending postponing contract signings until written confirmation from HUD. The letter said CDBG funds remained available in the county line of credit at present but cautioned contractors and municipalities to be prepared for change.
After discussing options — delay the bid opening, open bids and seek contractor extensions, or open and readvertise if necessary — trustees voted 5-0 to proceed with the scheduled bid opening. Engineer Hoffman said staff will notify bidders about the funding uncertainty and that contractors are required by New York State law to hold bids for 45 days; extensions can be negotiated if HUD confirmation is delayed.
