At its Aug. 5 meeting the Carlsbad Planning Commission took the following formal actions:
• 4407 Park Drive — Approved unanimously. Staff found the project consistent with zoning, habitat plan rules and CEQA exemptions for new construction. The commission approved the coastal development permit and Habitat Management Plan permit.
• 430 Carlsbad Village Drive — Approved 6–1 with amended Condition 31. The commission approved a tentative tract map, site development plan and coastal development permit for a four‑story mixed‑use project (seven residential units, one affordable unit, one commercial tenant) and amended the resolution to require a soil‑vapor sampling plan, a soil management plan and notification to the lead regulatory agency prior to grading or building permits. Commissioner Fitzgerald voted no.
• Beltran residence (Item 3) — Approved unanimously. Staff recommended a CEQA exemption and coastal permit for a two‑story single‑family home with an attached ADU and standard utility conditions.
The commission’s approved motions reflect staff recommendations; condition language appended to the Carlsbad Village Drive project requires additional environmental testing and lead‑agency notification before permits proceed.
