After the closed session the mayor asked for a public report. The city attorney, identified in the meeting as John, reported: "No approval action, but direction was given to stop." Mayor Lopez then thanked him. The report did not describe any formal approvals or disclose substantive votes.
Earlier the council approved the meeting agenda on a voice vote after a motion and second; the mayor called for those in favor to respond, and two members answered "Aye." The mayor then announced the council would convene upstairs for the closed session and that a special meeting would follow at 6:30 p.m.
The council returned and the clerk conducted a second roll call, confirming Mayor Lopez, Vice Mayor Barragan and council members Abrica, Gauthier and Romero were present. The mayor then opened the consent agenda and a council member requested that item 3 be pulled for discussion, setting up follow-up consideration of that item.
