Sanilac County delays court reorganization after union raises issues

County Administrator Nathan Roski told the board he received a late email from the union outlining issues and asked the board to "pause this" so staff and the union could resolve differences over whether the changes are a reorganization or a reclassification. Roski said legal counsel told him a reorganization that eliminates a position is allowable under contract, but the union had flagged how some job studies and reclassifications were handled.
Commissioners discussed options including approval, denial or referral. Several members said they were reluctant to proceed without giving the union an opportunity to discuss specifics. Commissioner Moody emphasized labor relations and urged clarity in policy definitions; Chair called for a procedural referral to allow the policy committee and personnel staff to resolve outstanding questions.
The board approved a motion to refer the authorization for court restructuring to the board's second July meeting, with staff directed to work with the policy committee to define the reclassification process, timing and whether third-party job studies will be used.
